Joe Schultz, PMP

Chief Operating Officer - Liberty Technical Services

Mr. Schultz, a former U.S. Marine and Naval Aviator, manages overall day-to-day operations of the firm providing program management, and design/build construction management services.  In this role he leads strategic planning, manages marketing and business development objectives, provides project management, and manages overall program operations for the firm.  


Mr. Schultz founded Liberty Technical Services in 2016 as a Service Disabled Veteran Owned Small Business (SDVOSB). He has more than 20 years of professional experience in Federal Government contracting (including DoD/IC) and 17 years of direct experience in DoD/IC Program Management and Acquisition. In addition to his federal program management experience, Mr. Schultz led let Marines in complex mission, maintenance & repair, and quality assurance program during his tenure in the U.S. Marine Corps (7 years). He holds a Bachelor of Science, Business Administration, from Salisbury University.



James Beckman

Vice President, Engineering Services - Liberty Technical Services

James Beckman manages capture activities and mechanical project management programs for LTS. His areas of expertise include project management for services provided in the healthcare, biotech, life sciences, and associated markets.  


Mr. Beckman previously participated in a Graduate Development Program with emphasis on project cost controls, field office management, offshore structural design, watershed management, water and sanitary sewer line replacement, subcontractor coordination, and material takeoff and has also served as a Task Order Leader in conducting environmental compliance assessments at a nuclear facility. Mr. Beckman holds a Bachelor of Science, Civil Engineering, from Auburn University.
